Mattress Disposal Laws by State: Programs, Rules, and Fines

Four states run mattress recycling programs with free drop off, and local rules govern the rest. What applies where you live, and the fines worth avoiding.

Mattress disposal in the United States is governed by two layers: a handful of statewide recycling programs, and local rules everywhere else. Knowing which layer you live under decides whether disposal is free, scheduled, or finable.

The stewardship states

California, Connecticut, and Rhode Island pioneered statewide mattress recycling, each funded by a recycling fee collected when a new mattress is sold, and Oregon launched the newest program in 2025. In these states, residents can drop mattresses at designated collection sites at no charge, and the programs route them to dismantling facilities that recover the steel, foam, fiber, and wood. If you live in one, search the state program’s site locator before paying anyone a disposal fee.

Everywhere else: the local rule classes

Outside the program states, rules are municipal, and they fall into recognizable classes. Bulk pickup rules decide whether the curb is legal at all and on what schedule; our curbside guide covers how to check yours. Bagging rules in some cities, driven by pest control, require any curbside mattress sealed in a mattress bag. Transfer station rules set the gate fees and resident requirements covered in our dump guide.

The fines nobody budgets for

Leaving a mattress at the curb outside your rules, beside a dumpster, or anywhere on public or private land can be cited as illegal dumping, and penalties scale from citation fines to misdemeanor territory depending on the jurisdiction. The alley shortcut is the most expensive disposal method there is.
